this is based on the staff Harry Dresden carries around in the Dresden Files, a book series by Jim Butcher.

Nah, it's Japanese, from the katakana syllabary, used for foreign loanwords and sounds. Probably スワツリトム...

The second character is "ク". No one seems to know what it's supposed to mean, if you go from bottom to top, it reads "matorikkusu," which some have claimed is "Matrix." Can't say that makes any more sense to me, the other explanations I've seen either make less sense or are clearly jokes.
